Integration and reconciliation of results from last weeks meetings.

1. Home Page committee needs to caucus with Structure committee to reach mutual agreements. The structure of the web site impacts layout of home page.
   
   
2. Publishing committee needs to caucus with Standards committee to reach mutual agreements. We have determined that FrontPage will be used for web site maintenance, so let's make use of features that support visual consistency throughout the web. In particular, creation of shared borders and a theme allows standards to be specified one time, and applied throughout the web. Standards may be overridden by explicit specification in the html file, but this must be justified.
